I bought a new kid kart that was sitting at a dealers shop for a year or 2. Never quite revved like everyone else's, high 9K, sometimes hit 10k but power was very flat compared to others. Plug looked ok, tried every jet imaginable, gas mixtures, timing, carb cleaning etc. Again , brand new motor. Finally decided to split the case and use sealant to join the cases. She screams now, must have had a leak at the case. Don't know if this is your issue...just throwing that out there. Spray carb cleaner at the case joint while its running, see what happens.
