Agreed - it needs a willingness on behalf of the MSA and the clubs to do something about. Put a marshal/race observer on the problem corners and empower them to make the decisions that penalise the offending drivers. If you drive in to the back of someone and, as a result, gain a place you should be given the 5-place penalty whether intentional or otherwise.
