You need a whole attitude change. While i think classes like TKM attract the sort of people that would volunteer for this. I hate to say it but i don't think your average Rotax grid would meet with quite the same enthusiasm.....but prove me wrong :-)
The karting demographic has changed so much. the TKM/100cc boys have a lot more time to be sociable do the other things between races. It takes 2 mins to change a engine and a lot less thought. They don't need to worry about batteries etc, jet changes are done via a twist on track (or a quick adjustment with a screwdriver on the low jet). where as with max you have to take the carb off. etc
The whole process of running a TKM gives you way more time to do other things. as its simple DD. and air-cooled. Even a ICA water-cooled or FA water-cooled with diaphame carbs is a quicker process.
A rotax is a complex beast and takes up a lot more time due to the carb, power valve, battery being total loss....because of this people have less time to help and overall because the effort put in they experience more frustration and pain when it goes wrong due to the higher costs etc.
What TAG/MAX gave in convince of starting it took away with added complications. depends if pushing is worth that extra hassle.
So while i agree the cost of a camera is small....it may be the straw that broke some peoples back....I really think a £40 rear loop would be a better long term cross board solution.
