Bead Retainers - Clarification Please

One of the guys I am trying to get going for next season has what seem to be a set of freeline or OTK mags without bead retainers. My assumption is that for all dry tyres, bead retainers were mandatory however, I have just looked at the Blue Book and iy only mentions bead retainers for long cicuit? Do I need to look elswhere? I am just trying to keep his start up costs down if possible.
