It's your clutch.... Had a few go on me in comer and had one iame clutch go on me at Wigan last weekend, it pretty much locks the pull starter. You will need a piston stop to remove the drive clutch drum and a clutch/fly wheel puller to remove the clutch. You maybe able to see the damaged clutch through the two holes in the clutch drum, remove motor from the kart and remove finger guard and have a look. IF it turns out it is the clutch put a wanted add on this site I bet you will pick one up now for around £30. Go down this route first before going to an engine builder as it would be far cheaper to by a second hand motor that it would if the motor as seized. Btw the nut on the clutch drum is opposite thread.
