I am told that in the past drivers have been able to race in Seniors in Europe and Juniors in UK if they qualify for the relevant licences. Once you move to Seniors in Europe you can't move back to Juniors in Europe (same as in UK).
Here's what it says in the CIK regs:
"the C-Junior, exclusively reserved for Junior categories,for Drivers between 13 years old (reaching their 13th birthday during the calendar year) and under 15 years on the date when the Licence is issued. The licence may remain valid beyond the date of a Driver’s 15th birthday until the end of the current year. In exceptional circumstances linked to safety and which will be assessed by the CIK-FIA on the basis of a dossier supported by the Driver’s ASN, a C-Junior Licence may be issued to a Driver reaching his 16th birthday during the year in which his licence is issued. Upgrading to a C-Senior Licence or to a «B» Licence during the year will be final"
So basically if you become 15 in 2013, you will not be able to race as a Junior in Europe in 2014 unless you obtain special dispensation supported by the MSA.
Caution: I may well have misinterpreted the regs and have requested clarification from MSA (awaiting response)
