The only place I have seen any crack issue was at the top of the seat stay but I don't think that would explain things.
Tonys tend to go soft when they have raced a lot and age, the middle tends to sag and the sides go up or they twist. we have had one at the end of its useful career that had to be straightened before every session and it would only last 1/2 way through, but it had been raced very hard over 18months.
Start with hangers then try and get it on a jig.
