I always build them with the fibre gasket on the air side, the clear diaphragm in the middle, and the EPDM rubber gasket on the fuel side mating surface as its job is to help the diaphragm seal to the fuel transfer chambers. For me, the drawing is correct, and the right way from an engineering perspective.
I would guess that the reason they arrive in the order you stated is that the two outer ones are quite robust but the rubber gasket can get folded or damaged.
