It's difficult to find anywhere for under 6s. I don't know where you live but neither Bayford or Buckmore will take them till they're 6, and a few of the smaller tracks are like that too. We went to Rye House when my son was 5. They run cadet club from 8 til 9 on most Saturdays and sometimes on Thursday evenings for kids over 4 (and over 42 inches). They give the beginners a bit of instruction which is a bonus.
Daytona (Milton Keynes and Sandown) accept 5 year olds but only for arrive and drive. They do a 3 stage training course (similar to Buckmore's) that you must complete before you can compete in their bambino club events.
TBH, I think the arrive and drive at both Daytona and Buckmore are really good value and if I were doing it all again from scratch with my son I'm not sure I would buy a kart. Daytona use the CRG bambino and Buckmore have got Birels.
Have fun.
