Perhaps you ought to steer clear of talking knowledgeably about things you seemingly know very little about - I found the comment about TKMs biggest engine builder not knowing what he was talking about particularly amusing...
You do not need to rev the engine to over 16000RPM to get maximum performance. In fact, if you were as knowledgeable as you seem to think, then perhaps you'd know that the power curve of a BT82 has a positive gradient at first before reaching a maxima at which the gradient become negative, and power begins to slope away.
Based upon this, it would probably be better to gear the engine appropriately to simply get the kart off the corner to ensure maximum speed at the end of the straight...since you will not run out of power that way!
Besides, fewer revs = longer engine life and greater reliability = cheaper. Why rev if you don't have to?
