Senior Rotax power valve - advice please

Very new to the class and my son had power valve issues last weekend (valve would not open)

Length is correct, blade was clean and cap setting was OK and at stand still it felt really free. Engine has just had a full build and been run in. I had a couple of suggestions at the track:

Blade should be thread-locked to the stud and solid although the next person told me otherwise!
Gasket ears should be cut off as this would cause it not to seal on barrel face and suck air
Power valve casing was probably warped and I should change it
Any views on the above or other suggestions as I was tearing my hair out on Sunday!
