Matt, the voltage is less important than the amps, it should be at 8 amps or more when fully charged. You can buy tester that simulates a start, these are well worth it.
Seat stay size, very much depends on the size of your seat, effectively you can drill the hole where you like, closer to the top corner the better.Good luck
