You do not have to take the rebuild history with a pinch of salt.
Get the engine and seal number, phone Jean at JAG and check exactly what its had, by whom and when. (oops - have i just mentioned an advantage to the Rotax seal - how dare I ?!)
The only thing you can't be certain of is the number of hours on it since the last time it was sealed. For that normal checks as you would most engines should suffice -
Check for hone marks on barrel, excessive main bearing play, general appearance etc. and talk to the owner - what oil, how much, problems experienced, where they ran, and how often, what jetting they typically used and how they arrived at it... build up a picture.
Also - If I was buyng I would not pay over the odds for a pre 09 barrelled engine either - not so many of those are up to competitive use at the sharp end and its normally not as cheap to add a good new barrel as it is to buy a good engine.
