Read the regs !

Blue book U17.8.2 Consist of a minimum of a single horizontal tube ....

(note the use of the word "minimum" suggesting that there could be more than one - otherwise it would say "maximum" !)

Gold Book (TKM) D3.3.15 Front and rear bumpers must comply with MSA Competitors and Officials Yearbook regulations.

There is nothing in the regs to state that you cannot use a removable lower rail but in terms of a fully welded rear bumper you can have one with a single tube or one with with a lower tube (or even more) welded in.
