The minimum driver weights have been set by the class organisers rather than the MSA although this was in response to the MSA proposal of raising the minimum age.
The minimum weights have, as you saud, been set at the 50th centile for an 11 year old. For the Rotax classes this could mean that the heavier drivers try to diet whereas in TKM and Blus they have various restrictors to allow for the different weights of drivers.
maybe this is a better solution that splitting juniors into light and heavy grids.
