Throttle cable fitting - puzzled!

Just fitting the throttle cable onto my new chassis - Intrepid Storm.

There is a section where a sleeve can be fitted over the cable that runs from just behind the pedal back towards the engine but nowhere for that to "stop" - if I run the cable from there in the sleeve there is nowhere for it to anchor into before it has to go up to the engine.

This doesnt look right to me. Shouldnt there be a start and an end to the section that is contained within the sleeve??

Can any one advise??
