In the Gold Book under comer cadets it shows two options for tyres:-
Dry - Dunlop SL3
Wet - Dunlop KT3
Therefore, in an open meeting you have the choice between these two tyres (also covered in Blue book U12.3). You then need to read the Blue book U16.9.4 which defines what qualifies as a wet tyre and this shows a minimum tread depth of 2mm at race start.
On this basis the scrutineer was correct but you might get away with them at another track - just depends how obvious it is that they are below 2mm.
