Sounds very much like power valve. Have a look at this item - http://www.karting.co.uk/KandK/Tech/RotaxPowerValvePrep.html
Check once assembled that the pv blade is free to move in and out and is not sticking anywhere. The fact that you get a rush of power at 7k indicates that the pv knob is too far out. This allows the pv to open at too low revs. Once properly adjusted there should not be a really noticeable kick at 6-7k. On the newer valve cover the knob needs to be adjusted so that 5mm of thread is showing. You can fine tune it from there.
