You are correct about page 360 - 16.18 but in Motorsportsnow, Spring 2010 issue on page 10 , there is a section in blus shading and part of this is titled `Karting Fuel' regulation U16.18should read: For all classes, to be enable a fuel test to be conducted 3 litres of fuel should be present and a minimum of one litre of fuel must be present at the end of each race. The penalty for failure to have the minimum quantity present is exclusion from the results of that race.
So it is not enough just to be familiar with the Blue book but you also have to look for any rule changes announced in the Motorsportsnow - which should be sent to all licence holders.
In between all that reading you just need to find a few spare minutes to race.
