Not sure what you are trying to prove, except that the two sets of rules are compatible, and complementary.
The words 'as appropriate' means that both sets of rules apply.
The karting regulation reinforces the rules of Q.14, one applies to driving with one wheel over the line, the other refers to 'leaving the track', two different situations.
According to these rules, leaving the track should be reported to the CoC and done more than once should be considered for action. This is on the grounds that someone leaving the track should be noticed by the authorities.
Riding a kerb is still outside the rules, but it is acknowledged that it is more difficult to spot, so may be reported. It SHOULD be reported where a kart is obviously riding the kerbs for advantage.
