Tryton w60 thermal gasket

Been Having a few problems with the kart I think it's the tryton carb (comer w60), the problem has been power drop off when at full throttle removed the carb from engine and replaced the Diaphragm Kit and when I removed it I noticed that their was no thermal gasket between the thermal bock and the carb is their supposed to be one there? also the thermal gasket between the engine and thermal bock look's shot. Now when it's on tick over the engine seems to pulse / rev it's self from 2300 to 3300 rpm no matter what I do with the low jet seems to make any difference. I've got the high jet set at 65/70 mins.
If it is pupposed to have 2 thermal gaskets do they doth go in the same position small hole to top left?
