I'm assuming you're talking about a TKM?
Does it hit a rev-limit at about 11,000rpm, where lifting seems to make it rev again? If so, you almost certainly need a carb rebuild. I know you say you've done it, but double and triple check your carbs. If it happens again (and it can happen mid-race), crack the high jet open and it will rev again. It won't be quick, but it will be quick enough to finish.
A TKM is incredibly simple to troubleshoot. In 90% of cases, your problem will be the carb and a rebuild will fix it, 5% of cases will be fixed with a fresh plug. If the problem persists, check the connections to your coil (especially the spade terminals and earth strap). Every now and then a coil will go down and in rare cases the rotor. Other than that, you're usually looking at a gradual loss of power as your engine tires.
