Hi, and welcome to the forum. Before you read any of the replies be prepared to become much more confused. Most advice that will be given, although well meaning, will be predominantly, belief, conjecture, supposition etc. This is not a reflection of the people on this forum but a general rule whenever you ask for peoples opinions. So as with most opinions there is a lot of hype and myth, often described on this forum as bul***it or bol***ks.
In my short time in karting I have seen no reliable evidence to suggest any kart chassis is better than others. Neither have I seen any strong evidence to suggest that Rotax engines are less consistent than any other engine. I think I have seen every year quoted as being 'the one to have'.
The thing I have evidence of is that the most uncompetitive part of the kart is the driver, especially a newcomer. My advice would be to buy on cost rather than supposed performance. However I would suggest buying a popular make on the grounds of availability of parts, and easiness to sell if you decide to change. It is likely that a Birel will be cheaper to buy and run than a Tony Kart, leaving more money to spend on practising.... and beer. (but not at the same time)
