12.3 volts is flat and anything under 12.5 will cause the ignition to play games.
A fully charged battery should be high 12, say 12.9 to 13 plus. Get a digital voltmeter and check it when charged as it could be the charger and alos once charged check it and give it a bang on a bench and then measure again and if it changes the battery has a issue or broken cell. 12.3 volts and then try and start it it will then be alot lower. So battery first then start from there. Jumping the battery will help but once it is disconnected then the battery is too low again .
