Self tapper contravenes the TKM regs; you are permitted to tap 3mm (M3) and replace the screw (M3x6mm). (4mm for the top plate) Helicoiling is also permitted but it's an oddball size (No4 UNC)and you may have trouble finding a kit.
Having said that, pop off can be checked with the base plate completely off the carb so the leakage may not be due to the screw. If it holds with plate off but leaks with it on, the needle arm is likely to be incorrectly set, allowing the diaphragm/plate to lift the needle when tightened down.
