I'd say go TKM. You can pick up a second hand Direct Drive or Clutched engine for around £300 for a decent one, chassis are well cheap too!! Plus you've got the option of getting a CIK chassis and converting it to TKM spec too!!

Its far cheaper to do TKM than Rotax!! And you haven't got as many of the Rotax problems, such as inconsistent tyres, constant upgrades that are silly expensive and neccesary, and while grids aren't as big, it means you aint gonna be punted off as much!!
