It's unfortunatly a situation of insurance. The public liability insurance for MSA is going to be phoenominal as it is, i wouldn't be suprised if they don't issue licence's to epilepsy sufferers on grounds of being uninsured. Then come the tragic event an accident happens, the msa have to pay out and an investigation finds the driver to be an epilepsy sufferer they would take you to the cleaners.
