most people only always use the medium length hubs in the dry! the long ones are mainly used in the wet! they help keep the full pattern of the tyre on the track i.e stop the rear axle flexing so much. The small hubs are designed to help soften the rear axle and allow it to release better from the corner. Some people shorten the axle to help achieve this instead, taking as much as 10mm off each end.
