Clutched TKM kart - do i need a kill switch?

About 2 years ago I was told I needed to fit one of these if I was to be allowed to race on MSA tracks. Is that correct?

If it is, does anyone have a wiring diagram so I can fit one to my engine?? I've no idea how to do it!
