Perhaps the idea is for the next cadet class rather than an extra one.

In Italy they seem to have realised that kids do increase in size as they get older and split their cadet class. The younger ones have 850mm chassis, 60cc engine with restrictor, older ones 950mm, no restrictor. Choice of about half a dozen different engines, all with electric start,racing looks pretty close.

Just need to convince 'the brains' that allowing blueprinting results in a much more level playing field and keeps the cost down.
