12.6v is too low by me, thats when checked and will be lower after starting and running and will cause misfires.Exhaust,yes check that too would have to be bad to cause top end as baffle can cause low end power loses.
A good charged battery should be on 13volts and I would have another battery on at your voltage without doubt
