14:1 is a very oily mix and you may not be fast enough to get that amount of oil burnt off the plug tip.

It's very easy to foul a 2/ plug with an engine like you have and they don't always respond to cleaning.

You could try a hotter plug until you get up to speed.

Your carb setting are probably not too far off but watch for the carb's filter getting blocked if you're not filtering your fuel well.

Pop the top of the carb off and have a look at the filter gauze.
