reading all this info there seems to be one area that is hinted at but not directly mentioned; How the Storm bumper deforms as a result of a knock, and whether this makes it more dangerous.
IF the bumper is safe when new, but is easily deformed (such as by a knock in a race) into a dangerous level, then really they should not be allowed at all, just banning damaged ones does not help. It is entirely possible that the crash that caused a Storm to spin was the result in a hit to the front of that Storm, which would cause the nosecone to deform and take on its dangerous state...
Thus when assessing the safety of the Storm nosecone, its original shape needs be taken into account, but also it's shape post a frontal impact, and how much of an impact would be required to make it dangerous...
