simply there is not enough size to fit a roller bearing in because of the size of a 11tooth sprocket.
The plastic bushes do not last that long and only use a 11tooth if required as it harder on the chain.
Some lube in the bush helps it too,
Also you need to run the chain tighter as the 11tooth can jump on the chain because there is not many teeth in contact with the chain at a time.
