Sounds about right if your on a track with long straights. But don't forget gearing for revs that low will mean your going to have less grunt out of the corners, so if your on a tight twisty track your going to want to maybe compromise some of your straight-line speed.

I think your theory would probably work well at somewhere like 3Sisters where you've got nice long straights.
