When using either the tape measure method or the laser method, you must ensure you are consistently measuring relative toe over the same distance. This is more easily demonstrated with lasers but the same principal applies with the tape:
The greater the distance over which you measure relative toe, the greater your measurement of mm toe setting will appear. This can be negated by calculating the angle rather than mm, but it's much easier to simply be consistent with your measuring method.
Regarding lasers, they do make setting the toe on your own much easier. However, don't be fooled into thinking they are more accurate. The accuracy of the lasers is negated by the inaccuracy in their mounting method and the person using them.
