Differrence between rebuilds and tuned?

I have a senior max that last had a rebuild by Force Motorsport in 2001. i have been looking at rebuilds and they are roughy 300quid-ish. What i want to know is what this entails exactly? Someone said i may need a new barrel but the engine is running very strongly at the moment as it had done one or two seasons in 2001/2002 then dry stored.

Also i have seen some engines with a 'Tuned By....' sticker on the engine, so what i want to know is how can the rebuilders tune the engine any further than we can? Surely there are regulations on what can be done inside the engine or is all the tuning legal?
