I think it's good that they are trying to do something about this and applaud the scrutineers for checking before races! We have no worries in taking our clutch off for them to check it's clean!

I know of plenty of drivers that have been oiling the clutch drums on the new style rotax clutches and I can tell you it does make a difference!

Perhaps they could check it where you have to drive over a piece of wood and it checks the revs the clucth engages I have seen this before might work in Rotax?
