Buy some bungee cord with hooks on the end... buy a rugby head protector. Hook the bungee cord through one of the holes on the head protector and get a mate to stand alongside you and create tension on the cord for 60 seconds. You can do a range of exercises for the neck with this technique but be careful as you really don't want to do any damage to your neck and make sure your mate doesn't let go of the other end of the cord!!! Start at a very low resistence and you'll still feel it working your muscles.
If you want to go all out, get an old helmet, drill two holes in it on each side and hook the bungee cord through the holes, not only will you be able to do karting specific exercises, you'll deserve a blue peter badge at the same time!
