if your needle is at its lowest setting, clip in the top groove and your too rich on small throttle openings you need to go to a lower float height or different needle, this is how i would do it,start with a big jet and needle on pos 2, drive the kart until you find the best main jet size, ignore everything else until you are happy with your main jet, the main jet will control the maximum amount of fuel that can be delivered, when your happy with your main jet move onto setting your needle height, find your best position by moving the clip up or down depending on whether you want leaner or richer settings, you can also change needles to achieve better low to mid response, if at this point you find you are at the furthest setting and need more, this is the time to alter float heights, once you have altered them you have to go back and start again with the main jet
