low floats give a leaner mix right through the throttle range, high floats give a richer mix through the throttle range, i think of it like this, imagine you have a glass of orange squash with a clear straw standing in the middle, the straw sticks out of the glass by about 10mm,(the glass represents the fuel bowl, the straw is the emulsion tube, and the squash is the fuel) if the squash is right to the top of the glass i wont have to blow very hard across the top of the straw to suck the squash to the top, (little blow lots of squash)= rich. if the glass is half empty i would have to blow much harder to get the squash to the top of the straw(big blow little squash)= lean. obviously the engine sucks the fuel via the carb venturi but the principal is the same.
