Ducts to direct cool air onto the brakes may not make much difference but grooves and cross holes aren't there to cool the brakes and can make a lot of difference.

At normal working temperatures all braking materials produce a layer of gas which tends to float the pad across the disk. The grooves etc provide somewhere for that gas to go, bringing the pad back into contact again.

Since some people seem to get adequate performance on plain disks, it might be that karts in general don't stay on the brakes long enough for the gas layer to build up seriously or just use a harder compound which never gets to the right working temperature and accept the loss of braking efficiency.
