Can't advise on the carb/engine but in terms of gearing 13/84 gives similar ratio to 12/78. So 13/88 was a big increase in "bottom end" compared with the 13/82 you where running. As you didn't notice an increase in speed out of corners yes it could be a carb/engine problem but it's also likely to be due to driver inexperience. The speed/revs at end of straight is largely determined by the speed the driver carries through the corner, where he applies the power coming out of the corner and corner exit speed in general. Even if your son is a future Lewis Hamilton it still takes time to learn the driving techniques to fully utilise the speed in the kart and to find the limits.
