Hello,
Have found that worn/leaking seals can contribute to low revs/torque. The PV is also a usual culprit to investigate when engine performs poorly. Check to see that it's clean and not binding, plus that the green diaphragm is fresh. The carb is pretty straightforward, meaning I have seldom noted it as the cause of poor engine performance, except in the case of incorrect main jet.
