Yes, that is correct, as long as at least two thirds of the tyre are INSIDE the pods. I am pretty sure that is the rule, although i do not have my blue book to hand to double check.

As for the rear track width (the distance from one rear tyre to the other), this is one of the many variables that can be altered in order to change the karts handling characteristics.

However, since you are just getting going in the sport, do not worry about it too much, just get lad/lass in the kart to get used to it, before changing any of the set-up parameters.
