When you cleaned it, did you take the blade off the spindle, or did you just remove the carbon deposits.
Have a look on this site at rebuilding the powervalve. Make sure that once it is installed (before you fit the spring and the cover)that the piston moves in and out freely.
Make sure that the gasket is the right way up.
Once you put the cover back on, you can remove the red knob and make sure the piston still moves freely.
I leave the spring and the knob out until I go to use the engine. Just be careful screwing the knob in, its only a plastic thread and it is possible to cross thread it.
If you did take the valve apart, make sure that you dont have threadlock jamming the spindle as it goes through the valve body.
If all that fails, speak to your engine builder.
