My first point of call would be to rebuild the fuel pump as you haven't mentioned that and you said there was a oily residue coming out of the pulse pipe. its a easy check to see if it needs rebuilding. get the fuel to the carb, take the pipe off the carb and if the fuel drops, then the pumps needs rekitting.
