If the power valve hasn't been touched for the best part of ten years stick in a new bellow, however I don't think that is your problem.
Look in the manual that comes with the engine (download from Rotax if you don't have one) and you'll see how the power curve drops off and then at 13k, if your jetting is right, you'll produce enough power to overcome the rolling resistance and drag to squeeze out another 1k. 165 and 168 are fairly uncommon jets to use in the UK, I bet if you speak to other Snr Max drivers at your circuit they would be running leaner however you need to take float height and weight into account for a proper comparison.
Also check the unusual such as someone stuffing a sock in the exhaust to keep insects out during storage or a gummed up air filter (pinch these off your lads engine to rule them out!)
If your exhaust is original it may have the smaller diameter pipe joining the expansion chamber with the silencer (illegal for MSA) – that may account for the different exhaust note.
