Most batteries of the type we use (AGM, Absorbed Glass Mat, often loosely and wrongly called Gel) want to be charged to about 2.3 volts per cell with 6 cells to the battery

So a fully charged battery in good condition will show 6* 2.3 volts=13.8.

12.4 volts is nowhere near fully charged.

Temperature, age, number of discharges, length of time between discharge and charging all make a difference to the performance of your battery.
