Could be a one-off, have you tried the other carb again?
Carb settings can, and do, vary from one to another, if only very slightly. You will find, if you haven't already, that slight jet adjustments can make a significant difference.
But jet settings are only one adjustment you can make to the Walbro carb. Look on this site, or Talko for full explanations of the carb internals and settings: I seem to remember we downloaded ours from a technical section on here, have a look and see.
